Cause wounds to these children. This poem is about promises that someone you truly love made to you, and within a second, they had thrown it all away, including you. Here, although the promises are revealed to be the subject in the last few lines, the descriptions of them before then are making allusions to the poor homeless and handicapped, so that the promises were made to help them, which the speaker doesn't feel satisfied with himself for trying hard enough.
